Yancheng City has established a sound franchise system by formulating franchise management methods for profit-oriented projects in nature reserve control areas. This system encourages indigenous residents to participate in franchise operations, and explores the involvement of natural resource owners in the concession revenue distribution mechanism.

World Heritage towns and specialty villages have been planned and built along the coast to provide good supporting services for ecotourism. In areas with good natural conditions, parks featuring the mind economy have been created, so that where there is a landscape, there is a new economy.
