Heritage protection

Taking the 18th National Congress of the Communist Party of China as an important time point, China has entered a new era of ecological civilization construction. Yancheng stepped on the drumbeat of this rhythm and pressed the "fast forward button" of the World Natural Heritage application work. The various environmental protection actions interpret the whole city's commitment to responsibility and compose a vivid chapter for the construction of a beautiful Yancheng.

■Return fishing (farming) to wetness completely

In 2014, the Yancheng Rare Poultry Conservation Zone began to implement the law of returning fishing (farming) to wet, and the core area has successively returned 78,150 acres of fishing (farming) to wet; the original 149,320 acres of sea for aquaculture in the buffer zone have also been rectified.

■Decisively stop reclamation  

From the original 280,000 hectares of wetland reclamation and development, Dongtai Tiaozini decisively stopped reclamation and established a wetland park. The newly established Tiaozini Municipal Wetland Park is connected to the southern boundary of Jiangsu Yancheng Rare Birds Nature Reserve in the north, east boundary of Dongtai City High Mud Beach Protection Area in the east, and the south boundary of Tiaozini Reclamation Area to the east. The area is about 12746 hectares. The park sets up conservation areas, restoration and reconstruction areas, and rational utilization areas. This change of development is the responsibility of protection. What we give up is the economic benefits of hundreds of billions of dollars, and what we protect is the long-term development of future generations for thousands of years.

■ Carry out special law enforcement

In accordance with the requirements of the central environmental protection supervision and inspection, special law enforcement activities were strictly carried out. During the period, the illegal building square meters were demolished in the rare poultry protection area, and all enterprises achieved full compliance with pollution control. The rectification and withdrawal of 15 companies in the buffer zone of the protection area were completed. The rectification work of 14 enterprises; in accordance with the requirements of the National Oceanic Inspectorate, completed the rectification of 9,954.65 hectares of illegal sea use in the buffer zone, and restored the coastline kilometers; in accordance with the requirements of the Green Shield Special Action, completed 58 projects including the buffer zone and Yancheng Guangyang Food Co., Ltd. in the experimental zone Project rectification work.

■Wetland Ecological Restoration

Since its inception in 2013, the ADB project has invested a total of 326 million yuan in the rare bird protection area and has implemented 8 series of wetland restoration and reconstruction projects, including 26 sub-projects, including 540 hectares of wetland restoration and reconstruction, and 1,435 hectares of non-fishing. Wet, 1,630 hectares of water diversion and moisturization and Spartina alterniflora control, with a total area of 3875 hectares, have qualitatively improved the function of the wetland in the reserve, and provided a guarantee for the naturalization of the ecology and biodiversity.


Habitat enhancement measures


■Comprehensive environmental improvement

From the formulation of the environmental remediation plan in 2017 to the acceptance of international organization evaluation in October 2018, in less than one year, comprehensive treatment of the coastline covering more than 200 kilometers of Yancheng city, involving coastal Dongtai, Dafeng, Tinghu, and Sheyang Four counties (urban districts), two national nature reserves, relevant provincial enterprises, and grassroots communities have organized and implemented links to more than 20 departments and units throughout the city. In this regard, Yancheng insisted on a game of chess in the city, "one plan, one list, one standard, one special class, one catch to the end, and all responsibility" to ensure that the rectification measures are truly in place. Tiaozini, Liangduohe Gate, Sanshuitan, Dongtai River, Elk Wildlife Zone, Chuandonggang Gate, Zhugang Gate, Si Maoyou River Mouth, Sanli River, Red-crowned Crane Ecotourism Area, Xinyang Port within the scope of the heritage nominated site Demolition of structures and transmission lines in estuaries and other areas, garbage cleaning, removal of breeding facilities, and renewal of signs and identifications have further improved the overall appearance of the area.

Afforestation along the coast in the early days of the founding of the People’s Republic of China


In the 1950s and 1960s, the broad masses of the people along the coast, especially young intellectuals, responded to the call of the party and the government and took the initiative to ask for a battle. They launched large-scale afforestation battles along the long coastline. In September 1959, November 1959, and November 1965, Yancheng Forest Farm, Dafeng Forest Farm and Dongtai Forest Farm were established on nearly 200,000 mu of saline-alkali barren beaches. By the end of the 1970s, the afforestation area had reached more than 58,000 mu.

In the Dongtai Forest Farm, known as the “Saihanba” in Jiangsu, from the 18 warriors in the early days of the establishment to the 500 educated youths in the 1970s, to Feng Kunqiao, an immigrant from the Three Gorges, generations of forestry workers insisted on "hard work and scientific The Yellow Sea forestry spirit of "seeking truth, keeping integrity, innovation, and green development" has now built the largest plain forest in East China with a total area of 68,000 mu.




The establishment of protected areas in the 1980s


In 1983, Yancheng resolutely set aside 2,841 square kilometers of land on the Yellow Beach, known as the "Gold Coast", and established the province's first nature reserve with nearly 17% of the land area—Provincial-level rare birds along the beach in Yancheng, Jiangsu Province. Nature reserve. In 1986, in order to protect the elk imported from overseas, Yancheng once again set aside 26.67 square kilometers of land to establish the Dafeng Elk Nature Reserve. 42 rare species from the United Kingdom were able to multiply to more than 5,000. Yancheng became the leader of the national natural ecological environment protection work at that time.

The Yancheng Heritage Protection Management Committee was established to coordinate the city’s heritage protection work, and build a heritage site led by the Yancheng Wetland and Heritage Management Office, the Yellow (Bo) Sea Wetland International Conference as the platform, and the Yellow (Bo) Sea Wetland Research Institute as the support. The “government-industry-university-research” organizational guarantee system with the goal of sustainable development takes on the historical mission of protecting the world heritage and protects this precious natural heritage.


  • Strengthen the protection of the heritage system

Build a consensus on protection. In accordance with the requirements of the United Nations 2030 Agenda for Sustainable Development and relevant international conventions, adhere to strict protection, inherit from generation to generation, protect biodiversity, and maintain the health and stability of natural ecosystems.

Strengthen law enforcement inspections. Strengthen environmental law enforcement and supervision, carry out special operations on the "Green Shield" nature reserve, and resolutely investigate and punish violations of the ecological environment of heritage sites. Give full play to the role of the Yellow Sea Wetland Environmental Resources Court, establish the Yellow Sea Wetland Protection Law Enforcement Coordination Mechanism, and investigate and deal with illegal acts such as the occupation and destruction of the Yellow Sea Wetland in accordance with the law.

Strengthen red line control. Strictly control the approval of projects involving heritage sites, and control and prevent environmental pollution from the source. All relevant areas shall scientifically delineate the ecological red line of wetland to ensure that the function of the Yellow Sea wetland ecosystem does not degenerate, the area does not decrease, and the nature does not change.

Strengthen planning and guidance. Organize the preparation of the Yellow Sea Wetland Protection Plan, clarify the area scope, objectives and tasks, overall layout, protection priorities, safeguard measures, protection inputs and utilization methods of the Yellow Sea Wetland protection.


  • Improve heritage management

Establish a monitoring and management system for the Yellow Sea wetland supported by modern information technologies such as big data and the Internet, form a professional management team for heritage sites, set up heritage site protection landmarks, and improve the real-time monitoring capabilities of heritage sites. Promote the establishment of a national-level Huang (Bo) Sea Wetland Research Institute, deepen cooperation with universities and research institutes at home and abroad, such as Beijing Forestry University, Fudan University, Kyungpook University, etc., to conduct in-depth research on wetland protection. Draw lessons from Hong Kong’s Mai Po Nature Reserve and other relevant experiences, take the restoration and enhancement of wetland ecological functions as the guide, and take the Yellow Sea Wetland Protection and Restoration Two-Year Action Plan as the main line to promote ecological restoration in a refined manner. Vigorously implement greening and afforestation projects, and build seawall ecological isolation forest barriers.


Enhancing the vitality of heritage inheritance

Unify the external image of the heritage site, set up the portal website of the Yancheng World Heritage Site, and create the WeChat official account of the heritage site. Construct Yancheng Wetland Heritage Museum and Urban Wetland Park to promote conservation and exhibition, public education and eco-tourism. Relevant areas have built special theme pavilions around resources such as rare birds, elk, spoon-billed sandpipers, and Yellow Sea radiated sand ridges. Reflect the contents of Yancheng Wetland Heritage in literature and art works, popular science books, local school-based curriculum materials for primary and secondary schools, travel guides and professional reference books, and further expand the brand awareness and reputation of Yancheng World Natural Heritage.

Strengthen international cooperation and exchanges

The International Conference on Yellow (Bohai) Sea Wetlands is held every year, cooperation and exchanges with international organizations such as the United Nations Convention on Wetlands and Wetlands International are strengthened, and the East Asia-Australia migration route city alliance is established to promote the protection of wetlands and migratory birds in cities along the route. The Yancheng International Bird Watching Festival and the Bird Watching Equipment Exhibition are held every year to create an international festival for organizations and people who love, watch and protect birds to communicate and share. Actively organize the World Wetland Ecotourism Conference, and tell the story of Yancheng in an international language.

  • Promote wetland eco-tourism

Standing at the height of the integrated development of the Yangtze River Delta, focusing on the "heritage +" new economy, formulate ecological tourism planning for heritage sites, and promote the development of ecological tourism in the Yellow Sea wetland with high standards. Focus on the transformation and upgrading of the Red-crowned Crane Wetland Eco-tourism Area, the Chinese Elk Park, the construction of the Yancheng Wildlife Park and Yuanjiajian Holiday Island, the acceleration of the transformation and upgrading of the Xinyanggang Old Street and the Huangshagang Fishing Port characteristic town, and the planning and construction of the Yigang World Heritage Town. Improve and enhance the characteristic ecological tourism of Yeludang, and scientifically implement ecological restoration in the retreat area. Actively promote the construction of an ecological economic circle around the Yellow Sea, and make every effort to create an international wetland city.

  • Encourage public participation in protection

Fully mobilize social forces and encourage social teams such as the Communist Youth League, the Women's Federation, the Federation of Students, the Young Pioneers, university, middle and elementary school students, NGO organizations and relevant people at home and abroad to participate in heritage protection management, migratory bird protection, and international conference services. Establish and improve the volunteer system, implement the management of the service time points system, and increase the social influence of volunteer services and the sense of honor of volunteers through the issuing of certificates to outstanding volunteers. Establish and improve a system for public reporting and exposure of violations of laws and regulations, open a telephone line for heritage protection management supervision and reporting, encourage the public, media, and social organizations to participate in the protection and supervision of heritage sites, and ensure the public's right to know, participate and supervise.
